My memory is that we had the black sort of clamshell fuse cover. But the online information is that I should have the clear cover. I just went and looked and it seems like there is a sort groove for the larger clamshell cover. thoughts? it just does not look like the clear cover has a place to snap on.

Clear cover (numbered) snaps on to that outer rim.

should be a clear cover and i'm 99% sure that blue fuse doesn't belong there

Same cover as a Super Beetle. Check CIP1 and yes, shouldn’t have a blue fuse 25amp.
