Couple questions on a new tank instal. Should I rinse it with something before installing it. And also wondered if I should use Teflon tape on the fuel tank tap nut. Appreciate any input

Sure, rinse it with gasoline.

You might want to apply a sealer now so it doesn't rust years from now.
