My beam doesn't have the bracket to mount too, nor does my steering arm.

my arm does have it but my beam didn't. in any event, you can take it to a muffler shop and have them fab a tab.

I wonder if you can buy the swing lever steering arm with the hole already there? Expensive from CIP but maybe you can find a used one.

Late busses had the hole in the swing lever and a bracket on the beam.
Early busses had a clamp style bracket on the swing lever and a bracket welded to the inside of the left frame rail.
Pictures of both in this thread:

I just installed one today on a CB beam that didn't have a provision/bracket as well. I bought an aluminum bracket similar to the one shown above that I found on IG (I don't remember the business, but I could find it) As a heads up, it was a little oversized even when completely tight to the beam, so I had to add a strip to make it fit tight. Very straight forward, once you put the one side on the idler arm, it will become clear what angle you will put the bolt on bracket on the beam so it's even/won't bind.
