The light plastic piece is a broken seat belt hook and is stock. The orange piece of plastic is unknown and not stock.

They're beer can holders that used to be hooked over the door and into the window of a standard car. Someone wanted to remove the flat hooks and lacked any motor skills- so they used a drill to make a bunch of connecting holes before snapping the rest off.

They both used to have a partial L-shaped base and a full beer-circumference plastic ring. But alas, both were snapped apart by the legs of two unsuspecting rear passengers- who likely never knew they'd bleed profusely that gorgeous spring day.

Google: "plastic can holder for car"

Nah, safety orange screams flare gun mount. Razz

But probably some sort of safety/emergency kit.
