86 Vanagon rear brake lights stay on all the time

Is it safe to conclude the problem is due to a failed brake light switch? If so, can the switch be tested before removal? If so, how do I test it? If the switch is not faulty, what else can cause the rear brake lights to stay on all the time?

the switch can be tested before removal
you unplug the wires. and test continuity across the pins.
it should NOT flow electrons when the brake pedal is not pushed in.

Thank you very much. Now I know what to do. Had checked my Bentley manual, but couldn’t find much on this switch. Maybe it’s in there, but I couldn’t locate anything except where it was located. I did find that some switches have two terminals and others have only two. If three terminals, across which two do I check for continuity?
