This was under the rear seat, is this an add on feature for when your idling for more air flow ? 61’ bug .

I think it was used to boost heater air flow to the passengers.

Yup.
I did that to a '61 back in the mid-sixties when living in Minnesota.
As I recall, I used a heater blower from a '50 Ford.

I got one of those when I bought a box of stuff.
I remember seeing them for sale on in the J.C. Whitney
Years ago. The internal fan was made of plastic. I suspect
The heat was turned on and blower wasn’t, so the fan melted
A search of the internet, showed that the company that made
The fan burned to the ground, so parts are no longer available.
Interesting accessory though.
