Question: Plate that goes on steering coupler?

I replace my steering coupler, but it doesn’t seem to turn “fluid” it sortof pulls a little bit on the steering coupler before actually turning.

Is there supposed to be a plate that goes on there? All I have is the 4 metal o-rings that sit inside where the bolts feed through.

be sure the 'clamp' bolts are real tight on the shaft spines, both sides.
