67 Deck Lid bracket?

Do any of you guys know what this bracket on a 67 Deck Lid is for? I never noticed one on any another bugs I have owned. Also the latch on this car is a locking type is the ignition/door key supposed to lock and unlock the latch? Thanks. Very Happy

Is there some sort of rubber bumper type thing that is supposed to be in the hole?

For later model years you can see the same hole for mounting the stop has been moved to the rear apron just below the latch plate.
