Not sure what you’ve “Tried” but tools similar to this might help. Various companies make tools like these.

Or you could do what I did, when I was 15yo.
Take a cold chisel and cut a hole in the rear portion of the quarter panel.
Reach into the hole a retrieve the lost tools.
I was working at a VW wrecking yard back then. It was called "Buds Bugs."
No worry. The car was broadsided total mess. So no loss there. _________________ I have learned over the years.

The carpet tacks will shred the back of your hands. Reaching into the Bermuda Triangle.

When restoring the interior of my Sun Bug, I removed the carpet and found the access apertures. They are covered in what appears to be earlier model brick red leatherette squares. I found the original brake fluid cap, an antenna cowl and other stuff in there. The purpose of this hole is to allow access to work with the defrost tubes. Good luck whichever way you go.

I feel your PAIN! Not only did I drop "something" down that Well of Despair, that "something" was a 2-1/2 Lb. steel Dolly!

Anyway 45 minutes later and a makeshift magnet extractor I got it out! Sorry, just had to vent.
