Stock 36 HP Engine Heat Riser Manifold Gasket

On a stock 36 engine and muffler, does the right side of the muffler that attaches to the manifold take a gasket with a small hole in the center? I just put the engine back in after running a clutch cable through the manifold and have great air flow. The engine runs perfectly but the heat riser reaches about 400 degrees after driving. I’m also getting carb icing. Could too much hot air be rising to the manifold. In other posts I have read with heat riser issues, there was mention of making a gasket and drilling a small hole to restrict the flow of heat rising to the manifold.

Always thougt, the gasket with the small inside diameter was used from 40hp engines on and was installed only on the left side.
Have never seen any preheat gasket for 36 hp with small inside diameter.
