There are two flaps in that air cleaner snout.

The first one (i.e. closest to opening in end of snout) is for the heated-air intake system, and operates via a cable connected between the flap's arm and the thermostatically controlled air flaps at the bottom the fan shroud. That system is used to draw heated air into the carburetor when cold, to help speed engine warm-up time, plus prevent carburetor icing issues as well.

The second one (with weighted arm) is used for the crankcase breather / scavenger system. It normally restricts air coming into the snout, causing a bit of low pressure or "vacuum" behind it. This helps to draw crankcase blow-by fumes up through the hose which attaches to nipple right behind that flap. The crankcase fumes then pass through the carburetor for re-burning.
