I would assume it mounts to the rain gutter.
Here's one I recently sold.

I have only seen this on a crotch cooler split in the Automuseum in Wolfsburg and I don't know anything about it. I don't know if this is period correct for a split or a later era, or if it is even a mass produced part or a one off but it is a really cool design. The metal wire is U shaped and wraps around the entire part of the hinge.

Thanks Glenn. That is my assumption too, but then the ones I posted would be sticking straight forward like the one you posted, not to the side of the car. If they went on the doors themselves they'd be facing the right way, but I don't think the brackets look right for mounting to the door edge. _________________ Vintage Classic Specialist, Orange, CA

with both your examples #1 and #2 they look like door mounts but the critical dimension is the one I've marked in orange - which must clear the width of the door edge flange. they might not be for vws...
