Have some valve leakage according to leak down test.
1 Can I just clean the valves and lap them to seal?
2 I assume the black is blow by on my bottom head?

Mostly likely needs new valves and seats... guides also.

Are you sure it's the valves leaking? Sure looks like the it was leaking pretty bad at the cylinder to head.

I have never had any work done by him yet. But I may need him for some future case/head work.

OP, your heads likely need the valves checked by a pro.
Also the heads likely need fly cutting to get a good seal.

Before I install heads and cylinders. I lap the cylinders to the head. Once the cylinder is lapped. Mark it's specific location that it's lapped to.
This reduces the chance of leaks down the road. Unlike what we are witnessing in the above image.
