It almost seems to be although not entirely certain at 480p
I don't see a belly pan but rather shiny silver bits that could be something like a
front gearbox

Yes

this bus in the sandpit is a well known VW T2 4x4 prototype - but to late and expensive for production in the T2.
This first - at VW under cover project of engineers - prototype of 1975 was killed at the test area next to the VW development center later.
There were 5 more official prototypes, also as beige Westfalia and a beige tin top bus. Normally VW prototype vehicles were destroyed and not sold to customers. The beige Westfalia as last survivor was sold and is sometimes on German car meetings, shows and museum.

Also tested in Africa by chief engineer "Gustav Mayer" (RIP, enthusiastic Sahara desert driver) and engineer "Henning Duckstein" (RIP) from VW Commercial Vehicles.
The T3 Syncro 1984 was the successor of this team and then Steyr-Daimler-Puch.

But these are not the first 4x4 VWs. These were others like a beetle type 87 "Kommandeurswagen" in 1943 etc.

Interesting that the front bumper is mounted higher on the body.

Standard option M140 for bay window fire trucks and other rescue cars with off-road use.
With increased front approach angle due to raised bumper, elimination of the deformation element, ...

Something similar was available for the T2a bumper - but not as extreme.
