Anyone know what this tool is for? Cleaning out and old Vw shop and I’m trying to identify everything.

Did you try calling that stamped phone number? Or google it and see if the manufacturer is still in business,

I google'd it and it looks like it's been taken over by a private person so I wouldn't call.

Google image search pulled up this February, 1976 issue of Hot VWs magazine with this ad:

The address appears to be a private home (Redfin site says $1M now!) too so probably someone selling stuff out of their home back in the day.
