Left switch is the dome light.
Right lamp is probably an accessory; some like that were added for aftermarket gas heaters.

On the RHD, 1973 VW Type 2 Westfalia Continental motor-caravan, it serves the Hella 8W fluorescent strip-light, in the headlining below the roof-aperture. This light incorporates its own rocker-switch so the dashboard mounted pull-switch is effectively redundant! Confused
