Rattle in vent wing hardware

It appears that the vent wing pivot rivet hardware is loose and rattling. Any guidance on how to tighten? Is that even possible? The loose section is on the upper bracket? Can I expose the rest of the hardware behind the rubber seal. Any guidance is much appreciated.

It depends on whether the fiber washer is still in between those 2 tabs. If it is, you could clamp down on the rivet with some vice grips to try and tighten it up.
If the fiber washer is gone, you'll need to replace it and the rivet.

Much appreciate the input Bobnotch...my follow up question is that the "jiggle" is not felt at the joint of the rivet, but at the upper bracket connecting to the door frame (covered by the rubber seal). Is there something that can be tightened in there? Thanks

To be honest, I've never ran into a problem of the upper "hinge" half being loose, but I suppose there's a rivet or 2 hiding behind the seal that could be tightened up with a hammer and punch. I only say that, as the wing windows were made up of multiple parts that were riveted together.
