What is the name of this part ?

Mine seems to be missing the shutoff flap

Can this be repaired? Can I find a new flap and install it, or do I need the entire part?
Is the flap necessary? To my understanding, if the flap is not present, I would be blowing hot air full time into the foot area of the back right seat. Is this correct?
Also since I'm on the topic, what is a readily available product that I might wrap those holes in without ordering special from JBugs or wherever? I don't think it would be best to be blowing hot air into my battery area. Is there something I can get from a hardware store?

Edit: Check Samba classifieds for the heater tube flap. If you don't have them it will be like having the heat on all the time. There is a pair of heater tube assemblies with the flaps and insulation for $40
