Fender/running board/bumper bracket bolt identification

So I'm getting her put back together...

I believe I know which bolts go where, just by the number of bolts that i have, but I need a bit of help making sure. Please help me identify the following three bolts...

I believe that the center bolt is for fenders, the bottom is for running boards, but I don't know what the top bolt is for. I think I only have 4 of the top one. Any help? Thanks guys

My immediate response to the rorschach test:

Top (medium head) is for the hood to hinges.

Middle (fat head) is for fender to body.

Bottom (shallow head) is for running board to fender.
