I looked in my FSM, but didn't see any mention of how this is removed. Does it come off after the panel is removed or before? It moved a bit and feels like it should pop off if pushed up or back or???

It removes before. There is one screw that attaches it to the panel. The other end has a tab that fits into a slot on the panel. Pull back the rear edge to reveal the screw.
