Torque is just a certain force applied at a certain moment-arm. In this case the force is gravity acting on a bag of water (and the handle of course).

1 ft/lb is 1 pound applied at a distance of 1 foot (perpendicular). Note where the handle pivots.

The math can't lie. :D
