I am the winning bidder of the item number: 270207078368.

1. The seller breaks the eBay regulation.
2. The seller breaks the State of California Law (See DMV Regulation).

EBay promised helping me to solve this problem. Instead of solving this problem eBay gave me strike unpaid item. While I am waiting for eBay investigation eBay allow the seller re sale the item parting out under the item number: 270220631709. Because the seller knew that he violated both Regulations. But unfortunately eBay approved this manipulation.
