This drawing shows how to connect a voltage regulator, test lamp, power supply and voltmeter in order to test the voltage regulator. As the power supply voltage is increased, the test lamp should illuminate, until you reach a little above 14 volts, where the test lamp should go dark. Decreasing the voltage should cause it to illuminate again. The voltage where this transition occurs is the regulation voltage.

Use a small test lamp, like a dash gauge lamp.
