My favorite question! I was reassembling my steering shaft (1975 Super sedan) this evening and found this part underneath the switches. I'm assuming it fell out, but it isn't obvious to me where it would go.
Any ideas? I'm pretty sure (but not 100%) it came out of the car, for what that's worth...

That is not an original VW part.
I suspect it was put there to compensate for the bushing between the steering shaft and the inner race of the upper bearing. Originally, VW installed a plastic bushing there, but over the years, the plastic disintegrated leaving the shaft loose in the bearing.

That would make sense... there was no spacer on the lower needle bearing and the spacer on the top bearing was also gone. This may have been in either place and I didn't notice it when I was taking it part.
