Because the bracket was made from material thicker than the original backing plate.

Bolt the whole assembly together with everything as it should be, EXCEPT that thick caliper bracket; then measure the resulting gap left between the bearing cap and the bearing housing. THAT will show you how much backing plate/caliper bracket thickness it is expecting. (BE SURE TO DO BOTH SIDES.) I tend to agree with the other posts stating that your caliper brackets are probably simply too thick.

Ensure that those are IRS bearing caps and not swing. If IRS, the internal steps/shoulder heights are the important feature, NOT the bolt flange thickness.

In my opinion, the only proper solution is to find some different brackets made the correct thickness; or, fly cut some meat from those ones; or, least preferred, weld-then-cut excess as was suggested.

I like the idea of design changes down the road, so I'm reluctant to weld them on. I would also want to be 100% sure of maintaining parallelism of the bracket-to-rotor relationship if I machined the brackets. So, my first preference would be finding proper brackets.
