Thanks. I loosened the belt a bit but it didn't help things. I had to head off to work this morning so couldn't do much more at the moment. I'll give everything a more thorough look soon when I can. Wonder if everything is flush with the alternator pedestal, things like that.
The amount of tension I have in the belt is similar to how I've had it in beetles for going on 40 years here, first time I've seen this behavior in a fan/alternator.
I'll figure it out. Thanks for pointing out more stuff for me to look at.
edit: also: fwiw seems the belt likes to resonate now when revved, the middle part of it will resonate like a guitar string, say a cm or so. I bet whatever the problem is is causing this resonation too. Don't ever remember seeing that.

I am willing to adapt! I can also say that the tension I put on this alternator belt was the same I put on the old one on the same car.
I've had this beetle for 23 years, more than the rest of them I've had put together. Helped that this one had 3000 miles on it and I had in in California for 22 years until I moved here. All the Beetles I had prior were in NJ or Cleveland, and the bodies/chassis were a couple of years away from the junkyard  |

Epilogue-
turns out when I put the fan back on the hole in the middle of the fan didn't go on flush, bent a bit of the metal around the keyway. Took it all out again to find that out. Was able to hammer it flat, everything works, highway speeds no problemo.
