What are these three holes for?
Should I plug these with a grommet before putting the tank back ?
These were empty prior, but my bus misses half of its grommets...

Since you are keeping the year of your bus a secret I can't say for sure, but later models had clips for fuel lines there.

what Mark said, nylon clips that pop in from the bottom which hold the fuel lines up. I think they can only be found used. GM style snap clamps that hold plastic wire sheathing will work in them too,

No they didn't. No Bus has clips for fuel lines that run along the underside of the floor of the fuel tank compartment. On late FI Buses the sender line exits the tank towards the front of the Bus and goes to a metal pipe that runs along the panel between the lower wheel wells(which does have clips to secure it) and the return line goes towards the rear of the Bus and connects to the FPR. Nothing attaches to the underside of the floor of the fuel tank compartment.

Strange, my 1973 built bus has clips.

mine have them, and in 1977 I think the hoses were rubber and not steel. Maybe 1978 and 1979 have the steel lines. I seem to recall reading on that. There are also wires that connect thru one or more hangers on my 1977. Don't recall what the 1971 was like under there.
