I saw this picture in the gallery. Shouldn't the bracket go on the outside of the bumper mount, instead of behind it?

In my opinion yes. Not sure why they were installed like that.
Also, not having any cross support bars, or like the orginals the bracket that mounts to the fender, those things probably dance around alot while driving.
