These are sold for the Bus per the link you provided. There was a similar usage for the Bug engine lid, two each. They mount on the apron, the apron should have two holes for these. They contact the inner bracing of the engine lid to prevent vibration noise.

Part 42 is for Early Bug, Late Bugs use part 43, which require a larger diameter hole for mounting as I recall.
