70 Beetle - fenders ON or OFF for body filler work?

All me fenders need a little body filler TLC. Given that they are so flimsy, would it be better to do all my body filler work (application and sanding) with them bolted to the car for stability and rigidity, or off the car? They do seem to be somewhat cumbersome to manage effectively resting on my body stands.
Any advice of tricks of the trade would be appreciated.

You will be "CHASING" those fenders off the car. It will be much easier to work with them on the car and take them off later to prime/paint. I know because I have done both!

I have always worked them while on the car. You have good access from behind in almost all areas and the body keeps them from moving while you are doing hammer and dolly work , cheesegrating, or sanding. Good luck-Bob
