Is it possible to adjust the windshield washer nozzle at the base of the windshield so that the stream hits the windshield? I installed an aftermarket electric pump/reservoir as suggested by Cusser, but the two streams launch over the top of the windshield with just a very small portion hitting the windshield.

Should be able to place a small pin in the nozzle outlet and then be able to move it around. This worked on my original 71. I have a replacement nozzle and this does not appear to be adjustable.

I've used a VERY fine drill bit that will fit into the hole in the nozzle. The nozzle has a round ball with a hole in it that can be swiveled to adjust the spray location/direction. I'm talking about a drill bit much smaller diameter than a paperclip, its almost like a strand of stiff wire. This same bit works to clean out wax that sometimes gets into the nozzle.

Had to do this WAY back on my '69 Dart.
I used a medium gauge sewing needle inserted into the metal sleeve & gently pulled down.
Worked a treat !

Not sure if this will work on a VW, never owned one with a working squirter.
