I mentioned this above also. Not as succinctly.

This photo seems to indicate a different sequence, you can see the stud of the mount passing into the bracket but the bracket isn't fastened to case.

What I am getting from OP posts is the holes in the bracket cannot be made to align with the holes on the case. But need wider photos to see what's happening, the pics are too close up to to be very helpful.

If the mount hits the pump, then yes.

the bus has received rear impact, years ago at parking lot speed and this problem never popped up before, until recently i dinged the rear bumper and this caused my mounts to rip and here i am
air schooled seems to have the solution- i was trying to install with mustache bar in and i will try bracket, mount and bar in that order

and it turns out the upper drivers side transmission mount was loose and the whole engine/transmission was wobbly
amazing what you find out when s... breaks
