Brakes bled and adjusted properly and all hydrollic parts good it should not go down more than 2 inches and you'd be locking them up if you pressed hard enough...
If you mean you pedal is "hard to press" then it could be bad master, or plugged lines or pedal assembly frozen up or rusted stiff....

After I changed all the wheel cylinders and the master cylinder my brakes finally felt precisely how keifer describes them. Previously the brake pedal would go almost to the floor during normal braking. Big difference when the brakes are truly well adjusted.
