are you saying that the starter won't work on a hot re-start? very common in automatics, pretty rare in standards.

So it doesn't want to crank over? Check the battery, see if it has at least 12.6 volts after running for awhile and turning it off. If it only has less than about 12.3 volts it is actually not so good and should be load tested. Also a charging system test would be good to do.

If the battery checks out ok, then it could be the starter or the electrical portion of the ignition switch.

Get a copy of the Bentley Vanagon manual and it will take you through the diagnostics of the starting and other systems. It is well worth the money.

The busdepot.com has them for a better price, by the way. They also turn up on eBay occasionally but getting it new is the best bet. It has been updated a number of times in the past 10 years and buying it new gets you the latest/greatest.
