Yes and no.... 
The air cooled has the fan that pumps air thru the air boxes, PLUS the connection is that plastic push on type
the water cooled, or at least the ones on my 83, 84, 85 and 88, have a one bolt connection which leads directly to the starter
it is possible I am sure, that you could adapt the connection, but, the air cooled does have unique bolt-mounting pattern
