Do all mid 60's Karmann Ghias (ie 1966) have a chrome ashtray under the dash below the radio?

1966 definitely did, but not sure about the other years. You can check in the Karmann Ghia Parts & Restoration catalog.

No. Up to 1966 the ashtray was in the dash next to the radio.

I have a 66 that is being parted out and it has a cool small ashtray screwed to the bottom of the dash, it pulls out and than drops down a little and has a chrome ribbed front, no VW part numbers on it at all. Also the car does not have one IN the dash at all, I understand that 1966 is a 1 year only dash and i allready sold the trim that runs across it, but I was courious about that ashtray.

I was incorrect. The in-dash ashtray was up to 1965. The under-dash unit fits Type I Ghia, T34 Ghias, and Porsches.

The under dash ashtray is the same one used in the Porsche 356. They are still available new for under $40:
