Well, you have resources on this site like the wiring diagrams section(s) and the engine discussion forums. You're are also not supplying enough information (like do you have any wiring). Unfortunately, if this thread follows like the one you started on your throttle cable- you may find yourself having to do some actual research. Good luck.

The positive power path on a '60 originally went from the Battery + to Starter +, then through the firewall to the 6V regulator + terminal on top of the GEN, and then from there into the Main harness up to the front where it connects to the Headlight switch, and then to the Ignition switch.

Not sure how it was converted to 12V, whether it has an ALT w/integral or separate regulator etc, so it's up to you to figure out where and why that circuit is open.

All wires are ran to the dash lights etc but the previous owner put in a kind of wire "base" all the wires not the lights the started etc. Are ran to a point where they are bolted down.and there isn't even power to that point In the engine space
Pics later.

We have the motor wired distributer etc. But the lights didn't go go on or anything. The only thing that gets power is the starter when there is a test light on it.

Power goes from the starter to the alternator then to the front of the car. Just follow it

The others are right you need to be more specific and have pics at the ready.

This is the pic of wiring.

This is the key for the wiring.

This is the fuse block.
All this is under technical and is easy to print either at home, work, or public library. I always have my copies at my side just in case.
I have wired my 63 with the 12V conversion it isn't that difficult and also if the wires to to a block as you called it you need to make sure the PO didn't cut wires to fit the block or whatever they did. I would start by getting this diagram in hand and goin thru all wires. Cleaning everything as you go. If you find the PO did in fact cut the wires you splice them back together makin sure you actually use the correct supplies, ie butt connectors and spades and whatnot.
You might as well go through it with a fine tooth comb then relyin on some jackov! Someone idiot used house electrical wiring and twist connectors on the 63 as well. That harness was a mess and straight up hack-job so you may be better updating your wiring. It is so simple a caveman could do it.

Good luck.
Ps I can't wait to do my conversion and drive my 60 too
