GoWesty appears to have the clamps on their fuel tank kit crossover tube face down, this prevents the white barbs from inserting all the way into the rubber grommets.

Do you think this is done intentionally?

I would have thought having the clamp 90" offset would allow the barb to seal better? The 2nd photo shows the barb at quite an angle to the grommet.

I thought of that but they are crimped on really tight. I guess I'm wondering why they ship it like that? Is it to start an arch for the cross over tube to go over stuff or did their manufacturer screw up? The photo on their web site even shows them made this way.

I m going to be resealing the tank and replacing the hose this week... If that is the case here, I will cut the clamp and install a new one in the right position.

I wrote to GoWesty. This is what they replied;

This is done intentionally because it works better this way. It positions the nipple at the optimal place in the seal. Thanks.
