I was under the Vanagon yesterday and noticed this foam.
It is just in front of the front steps, right above the rusty bracket in the first pic. Should this be there and what is its purpose?

The foam is pretty much right behind the visible rust spot here.

I also noticed this foam. Do I need new foam here?

Yes, it's foam soaked in wax stuffed in there as a noise reduction and it works pretty darn good. The foam is not sucking up water so it's not to blame for the rust, but if you repair by welding you have to take it out.

Yes, later models and dealer serviced early vans have that foam.

I pull it out, fix anything around that area and replace with brand new, soaked in Wurth wax as noted previously.

Great, just the answers I was looking for. Thanks.
I thought it looked factory, but I know some people like to stick insulation where it shouldn't go.
