This distributor looks like a normal single vacuum advance unit and it does in fact have the same characteristics and parts as the 113 905 205 T which was stock in 1970. This one has the part number 211 905 205 P.

First thing you need to do is lube the distributors advance mechanisms.
Lubing the Distributor
Actuate the advance mechanisms by hand. The mechanical advance by twisting the rotor counter clockwise and clockwise and the vacuum advance by rotating the points plate ccw and cw. You are looking for smooth operation with no binding (sticky spots).
Once you have confirmed the advance mechanisms is lubricated and working smoothly. Move on to testing.
Testing Mechanical Advance Mechanism in the absence of a distributor machine.
Grasp the rotor with your fingers.
Rotate the rotor counter clockwise against spring pressure to full advance and clockwise against its stops to no advance. Note how many degrees the rotor moves. It should turn easily without any binding (sticky spots)
Rotate the rotor counter clockwise and hold.
Now let go of the rotor. It should spring back smoothly to rest against its stops.
Testing Vacuum Canister.
Best method is to use a vacuum pump and compare vacuum readings to the specifications listed for the vacuum can. Without the use of a distributor machine you are looking for Crack vacuum pressure and Full advance vacuum pressure readings. That is to say, at what vacuum pressure the advance mechanism just begins to move (Crack) and at what vacuum pressure the advance mechanism stops moving (Full advance). Also look for a smooth linear motion in between.
Distributor
Testing Vacuum Canister. In the absence of a vacuum pump.
As so eloquently demonstrated by asiab3.
Pull a vacuum on the advance or retard hose and close the end of the hose off with your tongue. The advance plate should reach full advance smoothly and hold at this position until you release your tongue. Then it should return to the rest position smoothly.
