Off a Vanagon recently imported from Germany/Netherlands. I was fixing a small rust spot and discovered this. It was backed with foil tape. It's pretty hard. It was very difficult to break in half using only my hands. Blasting it with crushed glass took a lot of effort to chew through it. I'm sure it elsewhere on the car. Is this a euro version of bondo?

maybe reinforced filler or fibreglass ?

It is Germanys version of what we know as a bed liner. It is a polymer coating, sprayed on as thick as you like and dries to thickness desired. Really tough stuff!
