Considering the VW was only a twinkle in Porsche's eye in 1933, and the VW emblem was well into the future, I'd say it's clearly a fantasy piece.

Look like 'stick pins' that men used for their ties back when. I had several gold/jeweled etc 'stick pins' when I had an Antique Shop.
