I got a 61 bug with a 1835 dual carb.

I removed the seats carpet most of the tar stuff, cut the cage welds off to remove it and this is what i got

your 61 pan has a 65 or 66 body

the size of the windows 61 has smaller windows

my first baja was a 61 pan on a 69 body.

I'm working on a series of ID tutorials. IDing bodies, pans and transaxles. It will be explained there.

short answer: window size '65 and later
no flap for the gas fill '67 and earlier
can't see the door handle, but it looks like the 66 and earlier style.

Check for the body number upfront by the master cylinder. There should be plaque there. That's where mines at.
