This is a surf contest at famous San Miguel beach, just north of Ensenada, Baja California, Mexico, circa 1964

I've seen a wide shot from the front of all these buses all line up in a semi circle with it's owner and his board next to their bus. This photo must have been the chaos of getting everybody ready for that shot.

I remember seeing that photo that you’re referring to the cool thing is there’s a barn door with an ambulance scoop. You can see it in this photo as well.
