It looks like you still have some small sections of the welds holding on even though you drilled them out. It doesn't take much to hold two pieces together, think of a spot weld. Notice the discoloration on the edge of some of the holes.
My guess is you want to save the outside pieces and replace the center one.
I would take a Dremel with a small carbide bit and by reaching inside each hole, grind away just the center plate until you see a parting line all the way around the hole. If you don't see a line, it's still melted together right there.
I would start with one of the end ones.
Or, just make the holes bigger (probably not what you want).

I put this in "off topic" because it deals with parts from a 66 Honda m/c not a VW. If the m/c was on a trailer behind a 66 bus would I be on topic?
The photos show a fender bracket harvested from an old rust steel OG fender.
I thought the three layers of metal would separate after I drilled out the "rivets", not so. I think these were puddle welds through the holes and ground flush.
There are three layers of metal with no visible, obvious welds.
Hammer and chisel didn't work.
So, do I take this to a welding shop and have it heated until the invisible weld holding the thing together let loose? Is that what's holding it together?
