Thank you, thank you for the clear guidance and advice. Reinstalled the Frankenfilter with oil before messing with the bob. Messing included cleaning each corner where the oil and dirt accumulate on and around where the wire meets the plastic bar. Added a tiniest spot of tri-flo. Then the bending: got to the point where flap fell forward and didn't want to return so I used that as the limit. Didn't realize the revs needed for the flap to flip. Must be at least 2000 rpms. The axle that the bob weight is on is bendy. It's not much stronger than a stiff wire coat hanger. Just grab the hooked end that sticks up out the other side of the snout and bend the bob weight end up or down.
Bending it up will make the flap tend to tip open more easily, bending it down will make it tend to stay shut.
It's a balancing act (literally).
If it flips open and stays there, you've gone too far. Tweak it back until it only just stays closed. _________________ Andy

When I opened throttle on the frankenfilter it's flap never opened. So very strange: perhaps there is an adjustment on the left side "balancing bob weight" afterall? I'd like to give adjustment a try rather than change out parts. I'm uncertain which way to tweak the bob though supposing it will become apparent once that fussing begins. Te flap visible in the pic is for preheat, it doesn't move and should stay where you set the lever on the right. The bobber should lift when you open the throttle, it's downstream of the preheat hose and creates vacuum for the crank case vent. _________________ Rust NEVER sleeps and stock never goes out of style.

If the flap flips down when you push on it, you just need to tweak the position of the balancing bob weight so it *just* keeps the flap upright, then the vacuum of the engine will pull it open when you accelerate. _________________ Andy

This may be one of those never ass-u-me situations: Fifteen years ago I came across this oddity and installed it expecting the best of all worlds with the warmest clean air heading down the carburetor intake. It is a late split air cleaner welded to an early bay warm air flow. The mistake made was I didn't check to see if the flap worked. Most of the time the flap lives in the up position for three warm seasons. Working on the winter priorities I finally said to myself finally be certain this flap works. Revved the engine and it was still. Couldn't be. Curiously every couple days I rechecked. The only way it moved was if I poked it and the flap moved freely as any other ever seen. One last time [yesterday] I revved the engine and the flap stared at me like a lead zeppelin.
Went to storage and found the one remaining oil bath I thought I'd never need. Installed it, without oil yet, and found the flap repeatedly worked as it should. Now I'm with perplexity. 1] Why would the first flap not work upon acceleration? 2] If staying with the stock bath how am I going to plumber this thing with the traditional rear tin for 1600? Do I find new rear tin, move the hose to the left, and find the left side preheat widget, or leave it on the right and adapt it to the existing stove pipe? I"m leaning toward keeping the later stove pipe which keeps the narrow hose to a minimum. Thoughts, suggestions?
