What is the best sealant to use underneath the head bolt washers on a stock 1967, with a 1500 engine?

Glenn, can I also use the same sealant to seal the cylinders to the case? Is there any chance of this sealant coming loose under the washers and causing a blockage?

Yes you can use it for the cylinders. Use it sparingly under the washers & you'll be fine.

Put a small dab of right stuff on one washer and rib it against another one. You'll end up with a thin film of sealant on both washers which will be enough to seal them both.

Right Stuff is all I will use to seal cylinders to cases. IMO it's tge best sealant for the job
