Weird torsion leaf configuration

I was trying to install new leaf packs in my front beam, but I just couldn’t get them to go through. Then, when I compared the new leaves to the old pack, the older pack is way smaller and the dimple for the grub screw isn’t even a full hole.

Is this some underground secret configuration or did the previous owner just not care. I’m mainly wondering what I should do next

Let’s take “the previous owner just didn’t care for 100.00 Alex… that was probably the only way they could get the leaf pack back in.

Front torsion bar leaf springs are supposed to stack like as shown in the photo below:

Note also that there should be no “hole” for the end grub screws — it’s a “dimple”, and is formed by grinding into the edges of the central leaf springs:
