Strange jack

I found this jack in a recent 1973 standard bug barn find. I have never seen anything like it. If anyone has any idea of what it’s for I would really appreciate it any information. It works very smoothly and folds up to be more compact. The guy I got it from had a lot of VW’s over the years but also worked at an airport so who knows.

I have one of those! I use it to break the tires off the rim by putting the hook under the bumper of my truck & set the bottom foot on the tire then just crank away.

I dont know if thats the actual use for the tool though
