My guess is that the roof rack was on an old fire department Bus, and those dips in the upper tubing secured three sections of wire reinforced semi-rigid water "intake" hoses for the portable VW industrial engine powered water pump that would have been stored inside the fire department Bus.
I'm pretty sure because I own a complete 1956 fire department water pump (mine was made by Ziegler - still in business today) powered by a 1956 VW 36hp industrial engine, with four sections of that wire reinforced "intake"/pick-up hose as well as three sections of fiber "output" fire hose, two adjustable nozzles, and an NOS German fireman's helmet/shield. Those semi-rigid pick-up hoses appear in the photos to be the right outer diameter to fit nicely down into those dips in the top tube of the roof rack.
Very cool roof rack!

I used to use the rack like this... now I pick up steel with my regular car: _________________ I make HWE style roof racks, Jim-Dandy racks, SO-33 metal parts, Dormobile racks, HWE style ladders, engine crank start handles, Westy rack tags, Binz tags, Sundial badges, State of California tags, steering lock electrical covers and single / double cab gate latch friction blocks.

I wanted to carry a kayak and have it clear the pop top. I have a challenge because a previous owner installed an RV vent in the roof. I’d prefer it wasn’t there, but since it is I wanted to keep it functional.
I also wanted something that doesn’t look entirely out of place like a set of modern thule towers.
Pretty much every rack is going to block the vent and may even hit it in the closed position.
I found an old aftermarket Karo rack. It was a little bent up so I don’t feel too bad about amputating a crossbar to clear the vent. It came with short feet for something flat like a station wagon or maybe a bay.
I found some vintage feet here and bent some galvanized water pipe to make new legs.

Maybe the sticker is placed later on and not original on HWE racks.
What would be a fear price to ask? I can’t find any ads only repro’s.
